Of this edition, H. Jefferson Powell writes, "Elliot's Resolutions included or excerpted a variety of documents supporting the states' rights position generally. . . . But the heart of Elliot's Resolutions, indeed the primary purpose of the enterprise as Elliot conceived it, was to republish, for a new generation and a new crisis, the original sources of Republican constitutionalism: the Virginia and Kentucky Resolutions of 1798 and 1799 and the Virginia Report of 1800" (p. 690). A successful endeavor as the states' rights arguments herein became central and oft cited in South Carolina's assertion that it could nullify the series of tariffs issued by the Adams and Jackson administrations.
