The controversy over the location of the capital of the Oregon Territory created a political schism in the territorial government, with the Democratic majority in the legislature pressing for relocation to Salem from Oregon City. Councilman Lancaster and Representative Matlock were two of only five legislators not to assemble at Salem, organizing their own council in Oregon City as well as drafting their own memorial to Congress. Rare, with barely more than dozen institutional holdings according to OCLC.
