Very clean copies of two extremely uncommon items, reading copies of John Baldwin's and Williams Carter Wickham's report for the Virginia Convention showing an interim state of the evolution of their report. Both urge the Federal government to adopt "certain amendments" to the Constitution presented at the Peace Conference of 1861 held in Washington the month before. Each in their way warn of the impending civil war if Southern demands weren't met. Just one step on the road to the southern secession and the Civil War. We could only find two institutions holding copies of the Substitute for Baldwin's report and none holding Wickhams. OCLC 36071508.
