Octavo. 15, [1 (blank)] pp. As issued, stitched into original printed wrappers; some age-toning; previous owner name of “Hon. W. Wright” boldly inked on the rear cover--very likely, the copy belonging to Representative William Wright of New Jersey. Wright also served as Mayor of Newark (1840-1843) and U.S. Senator (1863-1866). Public lands, especially in the "western states" was an "on again, off again" question for legislators in the period 1828-1860. Here the question was whether to sell public land that had been on the market for a decade or more on a decreasing scale of value per acre.
