Octavo. [2], vi, [3]-151, [1] pp. Self-styled, "seventh edition." Signed and inscribed by Whiting. As issued, stitched and in printed wrappers. Inscribed to Tufts College on the front wrapper with a Tufts bookplate on the verso of the front wrapper signifying the gift from Whiting. Library stamp on the title page and number on the verso. Lacking the rear wrapper; front wrapper is ragged in the margin; some of the early pages are a bit worn in to the edges; periodic, light marginalia, but generally a clean copy. Nevins describes this as "[t]he most extensive and valuable development of war-powers argued (by a War Department solicitor); ran through over forty subsequent editions with additions, revision, and title changes" CWB I, 216.
