A general order suspending the sentences of Bugler John O'Brien, of Light Company A, 3d U. S. Artillery, Musician Samuel Madden, of Company B, 5th U. S. Infantry, and Private Thomas Lynch of Company K, 5th U. S. Infantry as they were tried by Garrison Courts Martial for drunkenness while on duty when in fact they should have been charged under the 45th Article of War.
