An address from the Guatemalan House of Representatives that is quite flattering to the newly decreed (1854) president for life, José Rafael Carrera y Turcios. This was the conservative leader's second term in office and one that would end with his death in 1865. Matheu's address includes material speaking to the state of Guatemala's relationships with other Central American countries and with Mexico—relationships both problematic and promising. The address also praises the President for the domestic happiness ranging from religious and social to agricultural and industrial. Remarkably uncommon in commerce. Only one institution in the United States reports ownership according to OCLC.
